According to the Public Relations and International Affairs of the Kish Free Zone Organization, the principled approval for the establishment of this fund was issued at the twenty-fifth meeting of the National Financing Council. The Kish Free Zone Organization is also present among the shareholders of this fund.
The Non-governmental Oil Industry Guarantee Fund is being established with the aim of facilitating the provision of collateral and guarantees required by Iranian companies and assisting in the financing of upstream oil and gas projects. The creation of this fund will provide companies active in this field access to the guarantee instruments needed to secure financial resources.
The fund will be established with the participation of 20 shareholders, including five commercial banks of the country, 10 Iranian exploration and production companies, the National Development Fund, the National Iranian Oil Company, Iran Energy Exchange, the Oil Industry Research and Technology Fund, and the Kish Free Zone Organization.
According to the envisaged structure, the Non-governmental Oil Industry Guarantee Fund will be based on Kish Island, and issuing various guarantees required by the oil and gas industry with priority for the upstream sector, including payment guarantee bonds, bid and auction guarantees, performance bonds, advance payment guarantees, and other financial guarantee instruments, will be on its agenda.
Investor, contractor, and operator companies active in the oil, gas, and petrochemical sectors will be beneficiaries of this fund, and banks, the capital market, and other financial institutions can also, as pledgeable entities, benefit from the capacity of guarantees issued by it.
The founding assembly of the Non-governmental Oil Industry Guarantee Fund had previously been held on 18 February 2026, and with the issuance of principled approval, the process of obtaining a license, registration, and commencement of activities of this specialized institution has entered a new phase.
The establishment of this fund on Kish Island and the presence of the Kish Free Zone Organization among its shareholders will provide the grounds for strengthening the island’s capacities in specialized financial services and supporting oil industry investments.
