According to the Public Relations and International Affairs of the Secretariat of the Supreme Council of Free and Special Economic Zones, the unveiling ceremony of this system was held with the presence of Hossein Forouzan, Secretary of the Supreme Council of Free and Special Economic Zones, Mahmoud Saber, Deputy for Coordination and Planning of Legal Affairs of Executive Bodies of the Legal Deputy of the Presidency, Mohammadreza Dashti Arkani, Legal and Parliamentary Affairs Deputy of the Ministry of Economic Affairs and Finance, members of the Legal Council of the Secretariat of the Supreme Council, deputies and directors of the Secretariat and managing directors of the organizations of the Free Trade-Industrial Zones.

This system, developed by the Legal, Inspection and Parliamentary Affairs Deputy of the Secretariat of the Supreme Council of Free and Special Economic Zones and aimed at creating a coherent mechanism for registering, managing, monitoring and following up the legal cases of the Free Zones organizations, is designed to place the case management process from the registration and formation stage to following up the adjudication process and recording the latest status in an integrated platform.

Transparency and organizing legal cases are priorities of the Secretariat of the Supreme Council

The Secretary of the Supreme Council of Free and Special Economic Zones at this ceremony called transparency one of the main subjects and priorities of the Secretariat of the Supreme Council and said: one of the significant problems in the Free Zones is legal cases which in some instances, due to poor defense, have led to unfavorable verdicts, case losses or imposing fines and heavy costs on the organizations.

Hossein Forouzan, referring to the launch of the Comprehensive Legal Case Management System through the efforts of Reza Masrour, former Secretary of the Secretariat of the Supreme Council, added: it is necessary that the legal issues and cases of the Free Zones be organized coherently so that managers and legal teams can be informed of the case statuses in a timely manner and take the necessary actions for follow-up and effective defense.

Forouzan stated that this system currently needs some bugs fixed and features completed, and said: existing defects are being resolved and we strive, with the cooperation of relevant bodies, to bring the system to a satisfactory level.

The Secretary of the Supreme Council of Free and Special Economic Zones, expressing hope for the system's function in resolving legal challenges, emphasized: relying on cooperation of related institutions, legal processes can be organized and through this, the costs and delays resulting from judicial cases can be significantly reduced.

Agencies must manage legal matters before problems arise

The Deputy for Coordination and Planning of Legal Affairs of Executive Bodies of the Legal Deputy of the Presidency also stressed in this meeting the necessity for executive bodies to pay attention to the subject of “legal hygiene” and to the continuous follow-up of legal matters.

Mahmoud Saber said: attention to legal matters and preventing the formation of problems is necessary and agencies should take it seriously.

Saber also emphasized using the capacity of specialists outside agencies alongside strengthening internal legal management in agencies and added: precise and timely knowledge of what happens in legal cases is very important; because in some agencies, officials or managers do not have sufficient information about legal cases or become aware of the matter when the opportunity for effective action has been lost.

He also considered the use of the capacity of the Legal Deputy of the Presidency for accompanying and legally supporting executive bodies necessary.

All Free Zone organizations should use the integrated legal system

The Legal and Parliamentary Affairs Deputy of the Ministry of Economic Affairs and Finance also emphasized in this meeting the necessity of creating an integrated system for managing the legal issues of the Free Zones and said: we expect the laws, approvals, regulations and duties foreseen in the Seventh Development Plan to be reviewed and refined, and that this action be pursued seriously.

Mohammadreza Dashti Arkani also stressed the need to design an integrated system for use by all Free Zone organizations and added: it is necessary that all Free Zone organizations use a single integrated system so that legal information and processes are managed and monitored on a defined platform.

Dashti Arkani, referring to the two-month timeframe set by the Minister of Economic Affairs and Finance, expressed hope that with the presence and cooperation of Hossein Forouzan, the necessary actions in this regard will be pursued more rapidly and lead to a desirable result.
