Emphasis on speeding up responsiveness and preventing prolongation of people’s affairs
In this section, Mohammad Kabiri, CEO of the Kish Free Zone Organization, stressing the necessity of accelerating responsiveness and streamlining administrative processes, said: no mission is higher than timely responsiveness and untying people’s problems; therefore, executive processes across all organs of the organization must be reviewed and monitored in such a way that the legal demands of economic actors and Kish residents are completed without the slightest delay and people’s work is not left unaddressed under any circumstances.
Development of remote services and acceleration of process digitization
Subsequently, upgrading electronic infrastructure and significantly reducing in-person visits were placed on the agenda. The CEO of the Kish Free Zone Organization, issuing a special mission to the Information and Communications Technology Department, emphasized the expansion of digital service gateways and said: developing integrated systems and providing online services, in addition to facilitating residents’ access to organizational services, enhances administrative transparency and is a fundamental step toward achieving public satisfaction.
Structurally identifying and removing obstacles to construction projects
Another part of the twelfth Deputy Directors’ Council meeting was devoted to analyzing the implementation of infrastructure projects and ways to eliminate implementation obstacles. The CEO, referring to the central role of the Project Management Office (PMO) in the organization’s oversight system, stressed: the PMO is obliged to, through smart and continuous supervision, fundamentally identify and remove all administrative, technical, and financial obstacles that cause slowing of physical progress or deviation from project timelines so that the execution of the island’s development projects accelerates.
Organizing crisis management and passive defense with a focus on responding to unforeseen incidents and weather hazards
The CEO of the Kish Free Zone Organization also considered enhancing urban resilience and protecting the island’s infrastructure vital and emphasized accelerating the establishment and stabilization of the organizational chart for crisis management and passive defense. Referring to the necessity of maintaining comprehensive readiness against unforeseen incidents, climatic phenomena, and adverse weather conditions, he stated: real-time monitoring of meteorological warnings, drafting risk management scenarios for seasonal instabilities, maintaining 100 percent readiness of equipment and human resources, and improving interagency coordination must be pursued with full seriousness so that urban life and service delivery on Kish Island are not interrupted under any circumstances. Stockpiling essential goods, updating operational procedures, and hardening vital and infrastructural facilities within the framework of passive defense principles were among other missions assigned by the CEO in this area. It is worth noting that at the end of this meeting, emphasis was placed on the continuation of monitoring the implementation of approvals and the continuous follow-up of assigned missions in various domains so that the process of service delivery, implementation of development projects, and enhancement of the island’s infrastructure resilience are pursued with determination.
